Changes for "D02" release: CO#4321 6/14/99

Symptom : Re-selection timeouts.

Cause   : the reselection logic was not insuring that only 'simple tags' were
          were being used in the message string.
          Printf statements in logic for anomaly conditions, when the 'disable
          console messages' jumper was not installed.

Solution: Correct the reselect logic to mask the original tag for 'simple' only.
          Remove printfs from real time logic.
