Scenario: Multiple simultaneous VCs.
          Mixed large and small packets.
          Transmit activity.

Symptom : Performance degrades.
          Ping response time jumps from a few milliseconds to seconds.
          Apparently corrupted packets.
          Data destined for a particular VC gets delivered to another.

Cause   : F-FRED returns the same Descriptor Table entry multiple times.
          Results in multiple queues using the same entry (data corruption).
          Eventually all queues using only this one entry (reduced thruput).

Solution: Set Bit 14 in Mode Register-1 to 1 at F-FRED initialization.

Implementation: 
          This symptom has only been observed during internal stress
          testing - no customers have reported this type of problem.
          Phase in to new configurations.
